イラクの人々の現実を知る

今年もあっという間に6月。今週月曜日にNI日本版6月号の印刷データもなんとか無事入稿し、今年前半の発行も終わりました。いつもながら慌ただしい日々でブログ更新もサボりまくっていましたが、とりあえず現在最新号のイラク関連の話題からブログ再開します。

3月7日に総選挙が行われたイラクですが、依然として新政府は発足していません。先日6月14日に選挙後初めての議会が召集され、ようやく新政府発足に向けて動き出しました。

選挙結果は6月1日にイラク最高裁によって承認されました。イラク最高裁は、イラキヤ（イラク国民運動）とINA（イラク国民同盟）の候補者をそれぞれ1人ずつ失格にしましたが、同じ会派から繰り上げ当選されるため議席数は変わらずで、第1党がアラウィ元首相率いる世俗のイラキヤで91議席、第2党はマリキ首相率いる法治国家連合で89議席、その次に70議席を獲得したシーア派中心のINAとなっています。

NIの5月号では、7年ぶりに現地を訪れたNIの共同編集長ハダニ・ディトマスが選挙前の現地の様子と人々の状況をリポートしています。現地に足を踏み入れてみると、やはり復興も治安回復も実際はまだまだは遠い夜明けといった感があり、ハダニも危険と苦労を味わったようです。

ただ普通のニュース報道では見えてこない人々の暮らしや困難や思いは、やはり現地に行かないと分からないということで取材を敢行。ハダニは何度かイラクの取材経験があるので、旧知の人々から新たに出会った人々まで、そして医師や政治家からNGOスタッフや一般の人々まで、現状と将来について尋ね、率直にその声と現地の状況について報告しています。

翻訳に加えNI日本版では、次の3つの日本のNGOの方に話を聞き、イラク関係の活動の内容、人々の様子をについて報告しています。

日本国際民間協力会は隣国ヨルダンへ逃れたイラク人難民の心理ケアを行い、日本国際ボランティアセンターはファルージャでの食料支援を終え、北部キルクークでの地域社会支援を模索中。日本イラク医療支援ネットワークはイラクの小児病院の小児がん病棟への医薬品支援を主に行っています。

また、日本でイラクの普通の人々の様子を知ることができる貴重なメディアがイラク平和テレビ局 in Japanです。これは、イラク国内で活動する草の根の衛星テレビで、廃墟となったビルに住む人からデモで拳を振り上げる人まで、人々が現在置かれている状況と彼らの声を伝えています。関東と関西で上映会をしていますので、日程はイラク平和テレビ局 in Japanウェブサイトで確認してください。

あと、明日東京で、イラク平和テレビ局 in Japan主催でアジアプレス代表の野中章弘さんを招いてイラク戦争検証に関して講演会を開くそうです。日本も自衛隊を派遣していたわけで、きっちりした検証は今後の日本の政治、外交のためにも必要ですね。

It is almost the end of June. Really time flies after my extremely busy months. I could not write the blog but now trying to post again since I have just finished all work for issuing the NI Japan June issue, and I have some time to start work for the next issue, which is a July/August double issue. First, let me introduce the Iraq issue of May.

In Iraq, the general election was held on 7 March. It was more than 3 months ago. But the election result was finally approved by Iraqi Supreme Court on 1 June. And about 2 weeks ago, on 14 June, Iraq's new parliament convenes first time after the election. Now Iraq is just at the doorstep to form its new government.

Before the election, NI's co-editor Hadani Ditmars visited Iraq first time since 2003. She collected firsthand testimonies from people, whom she met first time, as well as she has already known. From politicians to mothers and NGO staff to doctors, she listened and asked about their situation, despair, fear, complaint, hope and so on.

She excavated ordinary people's feelings and thoughts, which are usually hided behind ordinary news headlines and texts.

In NI Japan, besides the translation of NI articles, I reported about 3 Japanese NGOs working for Iraqi people. Nippon International Cooperation for Community Development (NICCO) is working for Iraqi refugees in Jordan to alleviate their suffering by the psychological care program. Japan International Volunteer Center (JVC) is just finished its food allocation program in Falluja and starts to seek a way for community support projects in Kirkuk. Japan Iraq Medical Network (JIM-NET) mainly donates pediatric cancer drugs to Iraqi hospitals.

And there is a good source to know the people's situation in Iraq. Sana TV in Iraq is a grassroots satellite TV station, which tries to report Iraqi people's difficult situations, as well as their activities against such situations. There is an organization called Iraq Peace TV in Japan, which broadcast Sana TV's program via Internet. It is also hold reporting and showing sessions on weekend in Kanto and kansai. Tomorrow, Iraq Peace TV in Japan will organize a session to think about why we need to review Iraq war now. The speaker is Nonaka Akihiro of Asia Press International (API).
